Why does an athlete need 207/510 transfer paperwork if he/she attended a different school but didn't play a sport in the previous 12 months?
All transfers must be documented and a determination needs to be made as to the level of sport for which the student is eligible. The new school uses the transfer paperwork to confirm whether or not the student participated in any sport at the previous school. ATHLETES SHOULD NOT BE PLAYING UNTIL PAPERWORK HAS BEEN FILED, A DETERMINATION HAS BEEN MADE, AND A CLEARANCE SHEET IS RECEIVED BY THE ATHLETIC DIRECTOR. The penalty for playing an athlete before clearance is received is forfeiture of all games in which that student participted.
Do CAP students have automatic varsity eligibility at the CAP receiver school?
NO. A determination must be made regarding the student's varsity eligibility at the CAP sending school. The 207/510 paperwork must be filed by the receiving school to make this determination. If the answer is yes, the student then has varsity eligibility at the CAP receiver school.

What is the Athletic Eligibility Transfer Rule?
Simply stated,  the Athletic Eligibility Transfer rule states: “Any student who transfers from one high school to another for any reason is ineligible for Varsity competition for one year from the date of enrollment at the new school in any sport that the student played at ANY level in the previous twelve months.  However, a student may have transfer eligibility in the following situations:
 
1 There has been a valid change of residence from one school attendance area to the attendance area of another school by the parent(s) or legal    guardian(s) with whom the student was living when the student established residential eligibility at the previous school.
 
2 There is a family decision to transfer the student prior to the first day of the student's third consecutive semester (typically the first semester of the sophomore year) of attendance since the initial enrollment, when the following conditions are met:
 
a.  This is the first transfer of this student since his/her initial enrollment in the ninth grade; AND
b.  The student is not transferring as a result of disciplinary action; AND
c.  The student was scholastically and otherwise eligible at the former school immediately prior to the transfer; AND
d.  The CIF Form 5410 prwe-Enrollment contact Affidavit is completed verifiying that there was no undue influence by anyone associated with the former school; AND
e.  The CIF Form 207 Athletic Transfer Elitigiltiy Application and CIF Form 510 Pre Enrollment contact ffidavit have been approved by the Section.
f.  Under this bylaw, no student shall be eligible to partipcate in the same sport at two differentt schools in the same school year unless the student has made a valid change of residence along with the custodial parent(s) or guardian(s).
 
The transfer rule will only apply to those sports that the student played at the previous school within the last year.  If restricted, the student may
maintain non-varsity level eligibility; however, with any transfer for disciplinary reasons or any violation of CIF bylaw 510 (undue influence), the student is INELIGIBLE for athletics at ANY level for one year from the date of the transfer.
 
If a student attends a school that does not offer the sport s/he would like to participate in, can they participate at another high school?
No. Students can only represent the high school they attend.
 
Can home schooled students participate in athletics?
Students who are not enrolled in programs under the jurisdiction of a CIF-City Section school's governing body are not eligible to participate in CIF competition. Programs such as, but not be limited to, home schooling or home study wherein parents, or other persons, are responsible for instruction and evaluation do not qualify; however, home study or home schooled students may become eligible to participate in CIF competiton at their school of residence through enrollment in an approved School or District Independent Study program. They must also meet all other eligibility requirements for athletic participation.
 
Can the Principal, or any one else, at a school refuse to sign a 207 or 510 Form for a transfer student?
No. School personnel must complete the form as requested. They cannot refuse to sign and they cannot hold the form. If "NO" is circled, a written statement of explanation must accompany the form back to the sending school, if requested.
What constitutes a hardship and which Bylaws may be waived in the event of proven hardship?
A hardship is defined as an unforeseeable, unavoidable, and uncorrectable act, or event, which causes the imposition of a severe and nonathletic burden on the student or his/her family. Due to hardship circumstances experienced by the student, provided that the CIF Section has established rules and procedures regulating same, the following Bylaws may be waived:

a) the transfer penalty (Bylaw 207)
b) eight consecutive semesters of eligibilty and waiver of a charged semester(Bylaw 204)
c) age requirement (Bylaw 203)

 
When is a student considered enrolled in a school?
A student who participates in an interscholastic athletic contest or is enrolled in and/or attends a school for 15 school days or more, shall be considered to have been "enrolled" in that school and shall be classified as a transfer student if the student subsequently enrolls at another school.
 
The only exception is for fall sport practice/conditioning that begins prior to the start of school for matriculating 9th graders that have completed all paperwork and are registered in the new school's computer.
 
If a student returns to his/her "home school", are the 207 and 510 forms required?
Yes. If a student returns to the "home school" (school of residence) without an address change, it is considered a transfer. The required paperwork must be completed and submitted to the Athletic Office. The student must be cleared before s/he can play in a contest.
 
Do transfer students who are only going to play lower level need the 207 and 510 Forms?
Yes. The forms are required for ALL transfer students. These students CANNOT PLAY AT ANY LEVEL until the transfer paperwork is cleared and returned to the school by the Athletics Office.
 
Can a student athlete playing on a lower level high school team participate on an outside team in the same sport during the season of sport?
No. IAC Rule 239 (State CIF Rule 600) applies to all student athletes.
 
Can athletes wear school uniforms or use school equipment out-of-season and/or during summer?
NO.

All out-of-season activities (whether during the school year or during the Summer) fall completely under the responsibility of the person or persons who organize the activity. Neither the CIF Los Angeles City Section nor the Los Angeles Unified School District is liable for any problems or injuries that may occur while participating in out-of-season activities. During this time, athletes and/or coaches cannot wear the name of the school on a uniform or jersey when competing in a contest, cannot use school equipment, and cannot use school facilities unless the proper civic center permits have been obtained. The only exception to this is the L.A. Watts Summer Games, since this is a sanctioned tournament. (For purposes of this rule, "Summer" is defined as June 1 through August 31.)
What are the requirements to become a coach?

If you are coaching at a Los Angeles Unified School District school site:

There are three categories of coaches:

1. Credentialed teacher/coach

2. Athletic Assistant (non-credentialed)
3. Volunteer (non paid)


Who do I contact to become an Athletic Assistant?

You can obtain the Athletic Assistant Application from your Athletic Director. Submit the application to Jowanda Rogers, in the Athletics Office. You must then contact Jackie Spand in Human Resources (213) 241-6363, for information about all other requirements.

Who do I contact to become a Volunteer?
Your Athletic Director will have the application. Submit the application along with current TB test results and fingerprints to Kim Nimblett in the Human Relations Office.
